Igor’ Konashenkov is the head of the Department of Information and Mass Communication in the Ministry of Defence of the Russian Federation (link to his Wikipedia page below). He is a frequent “talking head” on Russian television, and memes about him will often portray him from the waist up, as he is seen on TV. Memes invoking Konashenkov will often feature his signature “spin,” in which he seeks to recast negative news about the Russian military as either a good thing or as a planned occurrence.
