Lukashenko
Belarusian President Alexander Lukashenko has ruled Belarus since the founding of the office in 1994 (link to his Wikipedia page below). He has taken an active role in Russia’s full-scale invasion of Ukraine on the side of Russia, engaging in Kremlin propaganda and allowing for Russian troops to stage their attacks from Belarusian territory. Memes about Lukashenko will often point to his obsequious pandering to Russian President Vladimir Putin, and they will often also invoke motifs and images associated with Belarus, such as potatoes. Lukashenko brokered a deal between Putin and Wagner leader Yevgeny Prigozhin during the latter’s short-lived mutiny and march on Moscow, and memes about that event are very popular. In this deal, Prigozhin was allowed to leave Russia and live in exile in Belarus. Many memes will mock Lukashenko’s speeches in defense of Russia’s war, such as the phrase “And I am now going to show you.”
