Vladimir Saldo is a Ukrainian and Russian politician who was the mayor of Kherson from 2002 to 2012 and has been the installed governor of the Russian-occupied Kherson Oblast since October 2022 (link to his Wikipedia page below). Memes about Saldo tend to invoke a meeting of the governors of Russian-occupied territories in Ukraine with Russian President Vladimir Putin.
