Evgenii Balitskii is a politician who was installed as the head of the Zaporizhzhia Oblast in Ukraine after Russia’s seizure of the region (link to his Wikipedia page below). In memes, he is often shown along with the other puppet leaders of Donetsk, Luhansk, and Kherson at a meeting with Russian President Vladimir Putin. This meeting took place on September 20, 2022, when Putin announced the annexation of the regions.
